Laggy comes from the world "lag", which is when a computer or cellphone progam get crashes while running. the reason could be weak interne, because memory used is to large, or to many player play at the same time.
growtopia server will lag if: 50.000 player at same time, during event pandemic (Night the seewing death ), RAM problem, Graphic Processing Unit Problems, Bugs , ther Software Problems.
Function
When the server lag it indicates something bad happened. If your connection has a problem there will appear slow net logo under the gem bar and it can make you disconnect from the game. But if the server have a problem there will appear some writing in billboard.
