Blog entries appear both on the Recent posts page and your personal user page. Entries are properly credited to their authors. I suppose one could say it's a Community blog since everything is public. Not sure if I'll keep the feature on, honestly, since it's a bit useless.
Talk pages are meant to be a place for editors to discuss improvements to the wiki, articles or other pages. For example, if an article is disorganized, users could discuss how to tidy it up in the Talk page of the respective article. Alternatively, the page you linked is a good example of how not to use them. :P
