We cannot make profiles accessible to owners only, by default, it is able to be edited by anybody. However, it is to be used responsibly and is mostly supposed to be edited by the owner. People can only edit it if there is vandalism or any form of unacceptable content on the page.
As for the time, that is a Fandom issue (something's wrong with their last edited system) and we are unable to fix it.
