Seed rate depends on rarity. An item with a higher rarity is less likely to drop seeds. Therefore, both chandeliers and sorcerer stones have the same drop rate.

Also, sorcerer stones require one more hit than a chandelier, unless you're using a pickaxe, in which case, they both require the same number of hits. Chandeliers are also non-solid, compared to sorcerer stones which are solid, so the result may depend on your preference for solid blocks or non-solid blocks.
