You need to be a Guardian first. Usually, there will be a form where you have to enter some information about yourself. There are also several requirements, for example you have to be at least 16 years old and have a clean in-game record (no bans etc.).

If you see any broadcasts about moderator forms, THEY ARE ALL FAKE PHISHING SITES. The real form is usually in The Growtopia Gazette and there will be a forum announcement like this one.
