We don't know the recipes because the Legends in the game are most likely stuck on the "Deliver 1K Mental Ghost Jars" Step, and May of 2018's Carnival has not come yet. Even so, the new Ring will be pretty damn hard to get, since there are no active G R I N D E R S on Ring Quests.
