Public Lava is a hazard which can be seen during the Dr. Destructo special event. Dr. Nubstructo spawns them in the world during the event. Anyone in the world can destroy them regardless of if they have access to the lock. Otherwise, it acts like regular Lava Block.
On August 14, 2014, developer Seth gave some Public Lava out to the public by mistake at the Super Mod Dance Party. He didn't host many dance parties for a while after that, because he wanted to make sure a mistake like that didn't happen again.
