Get one during the Anniversary Event,mostly occurs on WOTD Worlds or worlds that have many players during Anniversary Week,or buy this item from other players.
As of 2015's 2nd Anniversary, one can trigger an event and get Party Pants or any other part of the party set, as well as Party Confetti, Party Blocks, Skyrockets, and Party Tunes using the new 5,000-gem, Party-In-A-Box.
