The Sack O' Joy is a back item. When equipped, it enables the Cheerful Giver mod, which drops your gems around as you move. The gems dropped are taken from your personal account balance. Once you run out of gems, none will drop from the sack. Now when you drop gems your xp is not reduce, as when you take gem, your xp does not increase.
