The Gilded Frame is a background item added on the Artsy April update. This background comes with a blank canvas inside. As cited in the item description, if your art is made of background blocks, you'll need to apply Block Glue to the frame to snap your background art to the frame.
The seeds were obtainable though Small Seed Packs but was removed since the developers patched it.
