It can be obtained by using a Lumber Axe on a Giving Tree. The Axe will shatter into 1 to 4 pieces of Axe Fragments.
If an Axe Fragment is placed inside a Highly Combustible Box and is lit by a Pocket Lighter, it will turn into a Tempered Axe Fragment.
In-Game Description
"This is a broken piece of an axe blade. It's not very high quality, perhaps it could be tempered."
