The Inside-Out Vampire Cape was introduced during Halloween Week 2015. It has an extremely low chance of obtaining when consuming 25 Cape Tatters on oneself.
Function
 You can jump in mid-air! It's like flying, but less.

 Gravity - it's the law.

When equipped, it grants the player the Double Jump mod which allows the player to jump for a second time in mid-air while it creates a flurry of red bats upon the player's death. Every time the player jumps, a red bat is released out of the cape and flies upwards before slowly disappearing.
