Uses of the Shifting Scroll is currently unknown, but there are unconfirmed rumours that it can make the Wizard Staff.
In game description, "Strange letters swirl about on this scroll. It seems to shimmer before your eyes." The only think you can make out consistently is "18.IT", whatever that means."
To make the Shifting Scroll, Splice a Starseed with a Dirt seed on top of a Lava block.
