This item may be a reference to Superman changing into random phone booths in the comics.
To properly use this item, stand on the phone booth and punch it. You will then be prompted to either swap outfits or keep your current outfit on.
Phone Booth Scam
The creators have updated the game so only the world owner could use it. This may be to avoid a scam where the player gets access to another world and puts their stuff in the phone booth, only to get banned and have their access removed. The world owner then takes their clothes.
