The Ringmaster is in The Carnival. He offers the player one of his rings if they pay him 10 tickets and completes 10 tasks. It seems that if the player doesn't complete the tasks in the three days The Carnival is available, they may be able to complete it in the future when they come back.
NOTE:He gives out random tasks. Example( I got break 372 blocks and another person got the Bellbottoms.)
