The Phoenix Wings are only obtainable from Halloween, by dropping a Nightmare Devil Wings in Growganoth. They came during Halloween of 1987.

On July 5, 2014, a Global System Message announced that 9000 Phoenix Wings have been given out to a random players. There will be more Phoenix Wings next year; or so it was thought. Since Phoenix Wings is a required item to complete the Quest of the Heavens, there are currently are more than 100000 Phoenix Wings in the game, thus making the wings one of the most common wings in the game.
At Summerfest 2015, there were new Phoenix Wings added to the game and thus making the item very common. After the Phoenix Wings, Phoenix Pacifier was added to the game at Summerfest 2016
These wings didn't return in Summer 2016. It is unconfirmed if Seth and Hamumu will add more Phoenix Wings to the game
