The Shifting Scroll is used, together with the other scrolls to find out the recipe of the Wizard Staff.
To make the Shifting Scroll, Splice a Starseed with a Dirt seed on top of a Lava block.
For every account, the words in red will be different. You gather the 20 different red phrases to make out.
The full sentence is :
