The Phoenix Wings are only obtainable during SummerFest. They are a rare drop from Summer Surprises.
On July 5, 2014, a Global System Message announced that 9000 Phoenix Wings have been given out to a random players. There will be more Phoenix Wings next year; Since Phoenix Wings is a required item to complete the Quest of the Heavens, there are currently are less than 500 Phoenix Wings in the game, thus making the wings one of the most rare wings in the game.
At Summerfest 2015, there were no new Phoenix Wings added to the game and thus making the item even rarer. instead of Phoenix Wings, Phoenix Pacifier was added to the game during Summerfest 2015 in replace of Phoenix wings
These may never be released any time soon or at all
We think there are now less than 350 of them in the game!
