Legendary Wizard is an NPC which was released during the Legendary update in August 22, 2014. You could go on a Legendary Quest, but the player should be at least Level 40.

UPDATE: The Legendary Wizard is no longer tradable in worlds and attempting to break the lock in the world where the Legendary Wizard is will have a message appear saying "Can't smash the World Lock while Untradable blocks exist!"
