The Phoenix Wings are only obtainable from SummerFest, both by opening a Summer Surprise and by launching Super Fireworks. They came during SummerFest of 2014.
On July 5, 2014, a Global System Message announced that 500 Phoenix Wings have been given out. There will be no more Phoenix Wings, until next year; or so it was thought. Since Phoenix Wings is a required item to complete the Quest of the Heavens, there are currently are less than 500 Phoenix Wings in the game, thus making the wings one of the rarest wings in the game.
At Summerfest 2015, there weren't new Phoenix Wings added to the game and thus making the item unobtainable. Instead of Phoenix Wings, Phoenix Pacifier was added to the game at Summerfest 2015.
