He has many more accounts that have Heroman Cape like @Crazyseth, all commonly seen wearing the cape. Don't bother asking for a recipe or to buy it, it's strictly for the developers only, and it is very unlikely the holders will give or trade it away. Even if you wanted it, it is priceless or too expensive for anyone to afford it.
