The Glowy Cape is an unsplicable back item which was added as part of the Block Party 2 update on 1 April 2019. One can be created as a dropped item from combining 20 Super Capes - Blue, 200 Glowy Blocks, and 100 Digital Dirts in any Chemical Combiner.

Function

When equipped, this item grants the Double Jump mod, which allows the player to jump a second time mid-air.
