This block was added with the System Update. It is part of the Discover The Truth Riddle.
To obtain the Code Block, you must be in a world that has a Weather Machine - Night and it must be turned on. Then, you must place a Cow on the upper-left-most part of a world. You must paint the Cow blue. On the next harvest, the Cow should produce the Code Block: Charlie instead of Milk.
