The Painting Easel lets you paint ANY item (even Legendary Items and a Fist!), but you cannot paint a Wrench, as it is impossible to select your Wrench in your inventory without it changing to Fist. It costs 2 Paint Buckets of every color to paint something, and to remove a painting it costs 4 Paint Buckets - Varnish.
