It is one of the special trades, meaning you will get an equal amount of Otherworldly Baits to how many Baits you put in.
The 2016 Halloween Event update has changed the output of Otherworldly Baits now, so now you could only get Lesser Otherworldly Bait and Minor Otherworldly Bait.
