Happy Flower Grass Seeds used to be able to be found in the Small Seed Pack; however, they, along with other seeds of unsplicable items, were removed from the pack.
As part of the Block Party 2 update, the quantity of Happy Flower Grasses obtained from combining was increased from 1 to 5.
