It is randomly awarded to players who win the carnival game "Death Race".
The tank adds the "Tank driver" mod, which makes you shoot bullets out of your belly.
When equipped: "You're driving a tank! (Tank driver mod added)"
When unequipped: "Back on foot. (Tank driver mod removed)"
