It can be obtained from the superhero pack or by splicing.

You can splice by splicing Gateway To Adventure and rainbow Block.

It splices into a Superhero Uniform tree, so dont expect if this doesnt come from it

The description refers to Seth's and Hamumu's Heroman Cape.
