A Rocket Pack can only be spliced during the Night Of The Comet.
In game description:
"Powered by cosmic energy, this jetpack will notably increase your jump height!
Rarity: 85
To grow, splice a Starseed with a Microwave Seed.
This item never drops and seeds."
Purpose:
When worn, provides the player with the High Jump mod.
