Antimatter Dust is a new item added in the cosmic night update.
Spawning
It randomly spawns at the world just like the star dust but more rarely, and only spawns when the world has at least 60 users.
Splicing
This item can't be spliced, but when you have 200 antimatter dust, they combine into a Galactic seed.
