Comet Dust spawns in worlds with at least one person, every ten minutes. The more people there are, the more likely they are to spawn. It spawns exactly the same method as Fireworks and Magic Eggs. When a player picks up a Comet Dust, they will be given the "Sparkly Dust" achievement.
Wearing Cosmic Cape will have rare chance to drop Comet Dust from breaking any block, even when it isn't Night Of The Comet.
