This item can only be obtained by using 20 Dragon Bones which are obtained by sacrificing 20 red dragons to growganoth on yourself.
Additional Info
This item applies the "Dragondead" mod, which causes blocks to break faster, like a Pickaxe, as well as pushing players back farther when punching, like a Just One Boxing Glove. The Skeletal Dragon also spews forth an eerie green flame rather than punching or spewing fire like its Dragon Hand counterpart.
