The Ringmaster is in The Carnival. He offers the player one of his rings if they pay him 10 tickets and completes 10 tasks. It seems that if the player doesn't complete the tasks in the three days The Carnival is available, they may be able to complete it in the future when they come back. However, the player must be at least level 20.
NOTE: He gives out random tasks, no one gets the same quests.
