This item can only be obtained by collecting ten Blarney Pebbles from the BLARNEY worlds, which are only available during St. Patrick's Week. You will need to complete 10 BLARNEY worlds for 10 Blarney Pebbles, thus making it impossible to get in one day. (There are only 8 BLARNEY worlds.)
