The Polar Bear Leash is an item only obtainable through the Store for 40,000 gems, or by trading with other players. It is only available during WinterFest.
In store description
"While a full-grown polar bear would be terribly dangerous, this one is just a cuddly baby! How can you resist its adorable face? Adopt it today, before WinterFest ends and you can't get it for another year!"
