This item is obtained as a reward for successfully Performing Surgery.
The Magnifying Glass is a leash item, (people usually call it blood or virus leash) and causes a red Virus (commonly mistaken as 'blood on a stick') to follow you.
If you put it in a laboratory with 20 afros and a Transmog Crystal, it will make a Retro Magnifying Glass
If you have a Retro Magnifying Glass, and you want to turn it back into a regular one, you can mix a Retro Magnifying Glass, 20 Time-Space Ruptures, and a Transmog Crystal.
