With this launcher you can throw balloons farther. Not much good for anything else, though.

The Balloon Launcher is an unsplicable hand item which was added in the Balloon Warz update. One can be obtained as a possible drop from giving a Balloon-O-Matic a total of 8,000 rarity of items, or from an exploded one.
Function
When equipped, this item lets the player to throw war balloons two tiles further.
