The Flaming Cape is a new item introduced during 2015 Halloween Week.
In-game description:

"This cape burns eternally with eldritch fire. It's also lined with asbestos, so you're all good. Probably."
Rarity: 101
This item can't be spliced.
This item never drops any seeds
Additonal Info
Flaming Cape can be made by dropping Vampire Cape In Highly Combustible Box and close it. Then use an Eldritch Flame or a Pocket Lighter on it. It has the same effects as Phoenix Wings (Fire trail appears when jumping and burning effect when respawn/die).
The flaming cape does not resist fire! You will still take normal damage from Lava.
