Uses of the Shifting Scroll is currently unknown, it is used, together with the other scrolls to find out the recipe of the Wizard Staff.
In game description, "Strange letters swirl about on this scroll. It seems to shimmer before your eyes." The only think you can make out consistently is "18.IT", whatever that means."
To make the Shifting Scroll, Splice a Starseed with a Dirt seed on top of a Lava block.
