"Devils" are special item from Halloween. These wings provides the ability to double jump. They're very rare as you can only create them once every year during Halloween.
In game description:

This item can't be spliced.
This item never drops any seeds.
Additional Info:
The Devil Wings are made by clicking on the player with a stack of four Devil Wing Fragments. Devil wing fragments can be obtained by dropping Angel Wings into the Growganoth. Devil Wings Are 230-250 World Locks Right Now
And Angel Wings Are 60 World Locks Right Now.
