The Devil Wings are a special Halloween item. They are one of the prizes Growganoth can give for a sacrifice of a specific item. The Devil Wings can be made by clicking on the player with a stack of four Devil Wings Fragments. The Devil Wings Fragment can be obtained by dropping an Angel Wings in Growganoth. This item cannot be obtainable at this time. Unless you trade them.
