er with a Transmog Crystal and 20 Snowball, to make another item, the Ice Dragon Hand (Can splicable during Winter Fest), which has basically the same purpose as a regular Dragon Hand.
When equipped: "You command a mighty (small) dragon!"
When removed: "Your dragon has abandoned you."
