I do not know about the loot table differences of the beach blast or summer surpise but lets put that aside and think if the loot tables are the same:
Beach Blasts 10/wl and Fireworks 50/wl
To use one beach blast: 2,1wls
To use one summer surprise: 6wls
Summer Surprise drops 3 items while Beach Blast only has 1-2 chests per blast.
This is not counting in the Super Summer Surprise which you get after opening 20 Summer Surprises.
