Pepper Tree was added with the Cooking Update. It is a farmable block which can also be grinded in a Food Grinder to make Pepper. (Requires 100 for 1). If your planning to use this farmable for harvest fest, DONT! Pinball bumpers which are cheaper can drop more balance moon cakes than pepper tree can.
