The Cyborg Diplomat is a splicable consumable item which was added as part of the Startopia Update on July 1, 2018.

Cyborg Diplomat is used in Star Voyages to talk with aliens and resolve conflict. May not work all of the time.

As of the Star Trek Prodigy update on June 27, 2022, startopia tools were changed from components to consumables because of Protostar missions.
