It can be obtained by placing a Cow painted blue above the moon in a world with a Weather Machine - Night turned on. Instead of dropping Milk when harvested, the Cow will drop the Code Block: Charlie.

Instead of dropping [[Milk]] when harvested, the [[Cow]] will drop the Code Block: Charlie.
-To obtain the Code Block, you must be in a world that has a [[Weather Machine - Night]] and it must be turned on. Then, you must place a [[Cow]] on the upper-left-most part of a world. You must paint the Cow blue. On the next harvest, the Cow should produce the Code Block: Charlie instead of [[Milk]].
