Allow me to Do the math and explain what you need to do to get the best and cheapest possible outcome for completing the steps (WLs = World Locks, DLs = Diamond Locks: 

Step 1: Deliver 2,000 Lava: (Plant lava seeds and submit the blocks, because Lava Seeds are 200/wl)

Step 2: Kill 100 Players: (Either pay 1 wl or for free but you need to be good at hitting people)

Step 3: Break 5,000 Blocks: Go clear a world Easy Peasy Super Free-zy

Step 4: Deliver 600 Dragon Gates: A toughie, It's either Mass Portcullis and Buy Venus Guytraps to mass Dragon Gates (Probably less than 30 wls) or buy them 20/wl (600 / 20 = 30 wls)

Step 5: Plant 50,000 Rarity worth of seeds: Just farm man XD

Step 6: Earn 50 Growtokens: (Free if you take more or less 50 days because of role quests and life goals, Costs vary)

Step 7: Deliver 10 Dragon Hands: 500,000 Gems or 250 - 300 World Locks (25 - 30 Each Hand)

Step 8: Earn 10,000 XP: Break Worlds or Farm, Dealer's choice.

Step 9: Bring 1,000 Dragon Tails: Free (If you have a science station farm of 100 or more) or 20 - 30/wl (honestly, just get a stat farm bruh (-_-) )

Step 10: Deliver 100,000 Gems: 50 - 100 wls (Free if you own a stat farm or farm like crazy or do free break-for-gems worlds a few hours a day)

Step 11: Break 100,000 Rarity worth of blocks: Break worlds, BFGs, farming, role quests, up to you.

Step 12: Complete 100 Successful surgeries: Depends on how lucky you are at getting patients with flu XD

Step 13: Collect from 1,000 Providers: S T A T I O N   F A R M

Step 14: Bring 3 Fiesta Dragons: 40 * 3 = 120 More or less.

Step 15: Collect 100,000 Rarity of fruit from trees: Hey, remember those seeds you planted in Step 5? Yeah, those come in handy right about now.

Step 16: Bring an Ultra Trophy 3000, WOTD Trophy 2018, WOTD Trophy 2019 or WOTD Trophy 2020: Go and try to win a world of the day by building a good world, if you can't, Buy one for 90+ DLs.

Step 17: Bring 3 Ice Dragon Hands: This should be the last expensive quest, Right? 35 - 40 * 3 = 105  120 WLs

Step 18: Bring 1,000 Rocket Thrusters: Yep! another Mass project for me! (If you bought 10/wl should cost 1 DL)

Step 19: Bring 3 Devil Wings: Well @#!? there's another expensive noob-killer quest (90-105 * 3 = 270-315 WLs)

Step 20: Deliver the Legendary Orb: Complete Hamumu's Parkour World LEGENDARYMOUNTAIN and Step into the most-likely trash pranked Legendary orb and sacrifice your wizard for a huge flying barney the dinosaur pet that breathes rocket thrusters.
