1: You can buy one. (please correct me but can you buy one? I'm not sure...) Good luck trying to find a seller and getting those world locks to buy it. It is better to buy the seed instead but the price is about 30+ world locks if i am not wrong...

2: You can plant t a crystal block seed and harvest it for the block. You can get the seed in the event of the seed spawning randomly in the world you are in. You would have to find it in 30 seconds and before someone else gets it.

Now you might be able to see why it is so rare...
